I was wondering who is considered as a family/relative in Canada? My cousin (My Aunt's daughter) just got PR in Canada. Is she considered thus as my relative?

if you are looking to claim 5 points under the adaptability factor, then you won't be able to do so because of a cousin who is canadian citizen/PR.

No... she is not.

E. Relatives in Canada:
• You or your accompanying spouse or common-law partner has a relative, i.e., parent, grandparent, child, grandchild, child of a parent, (sibling), child of a grandparent, (aunt/uncle), or grandchild of a parent, (niece or nephew), who lives in Canada and is a Canadian citizen or permanent resident.
