It's hard for Canadians to understand why parents don't want their own kids because they have "too many".
You can adopt real orphans in Canada. International adoption is expensive.
And you can financially support your niece and even help her to come and study as international student. (It's very expensive to be international student)
But I don't think you can adopt her AND bring her to Canada with you as your own child.
(may be you can still adopt her in your home country but you cannot include her in your PR application nor sponsor her as dependent after)
Adopt an orphan abroad or do a domestic adoption in Canada. There are also lots of children who need homes in foster care that could lead to an adoption. Would Google adoption of convenience which is what Canada would likely consider what you are proposing. Please do not move ahead with an adoption without first doing your research and ensuring you’d be able to sponsor the child. Speaking with lawyers would also be a good step.
Think the bigger issue is that adoptions of children from other family members have lead to some unfortunate situations. Many parents may feel pressure to give up their children if they can’t provide a similar lifestyle or access to the same opportunities as another family member. There have also been situations where biological children and adopted family members were not treated the same and in some cases exploited and/or abused. In general there has also been more research into the harm that can occur (for both children, siblings and parents) if biological families are separated.
Speak to an immigration lawyer. IMO you will only be able to potentially sponsor the child for PR if you adopt the child and also show that you have been acting in the sole role of her parents for a sustained period of time. So you would want to show the child has been living with you for something like 1-2 years with no contact from the birth parents and you fully provide for the child. I'm not sure how you will achieve this living in Canada. Right now it just looks like an adoption of convenience. Again, speak with a lawyer.
you also need to consider things like qualifying for PR, meeting RO if a PR, long processing times after years of having to establish a parental relationship, having to cut off contact with other family, etc. all with no guarantee of being able to sponsor your adopted child. What if the sponsorship is denied would you be happy living in your home country permanently? This also has longterm implications on the child especially if you adopt but then can’t sponsor the child but want to live in Canada.
