The red flag from your application is "diploma supply chian managemen "

This is not inline with the natural progression of your career as a student and engineer with 4yrs of exprience, the immigration officer has grounds to believe that you're taking this diploma course with the intention of getting your graduate work permit and immigrating to Canada. I think this is why your application was rejected.

you should instead apply for graduate school, something that's related to your major would help you strengthen your case.

what did you write in your explaination letter ?? did you write why you're changing career direction after 4 years as an engineer ?

thanks for the reply.

I did explain how such course will enhance my skills in future projects etc and clearly mentioned that ill be coming back to Qatar to enhance what I gained.... plus as the programe was a co-op that was a bonus.. TBH I rushed through to apply as januaury intake was limited.

Do you recommend to re-apply and look into masters?

yeah
I think a masters/graduate degree would be more appropiate, because you're after all a skilled engineer with 4 year of experience.
It could be more costly,

So when you mentioned you're gonna return to Qatar, you need to explain your ties to your home country, any assets, family back home, etc.
It seems that they're getting more strict with student visas and stuff, so try to be more careful this time round, best of luck.
