Rejection for visa to Mohwak college - need advice

HI

I applied for Mohwak college and got the offer letter but denied visa with a reason that course selected was irrelevant.

My profile is
12th standard without maths (63.8%)
ITI diploma is automobile (one year)
3 Years experience in workshop of tractors.

Course I applied for was - Diploma in mechanical Engg.

I know that the more relevant course for my profile is Motive power - technician.
But I was unable to get an acceptance/offer letter for the same from many colleges.

I got only one for mech. Engg diploma from mohwak and this offer letter was also conditional (12th math >80%)

Any advice on my future application will be much appreciated.

So I have following doubts

1. Can I order gcms notes to find out exact reason of refusal. I applied through an agent so is it possible to get GCMS notes on my email id. If not possible, any other alternative you guys can suggest.

2. Any college you guys can suggest from where I can get unconditional letter for motive power technicians.

There are several college who provides this course but I will prefer you to try luck in that colleges still there is Jan 2018 seats available Mohawk, fanshawe, Niagara and conestoga
