Rejection due to GPA insufficiency

I have received a rejection from Consetoga college, saying insufficiency GPA.
Found a course which is within my eligibility criteria but when filling the application, it says DUPLICATE APPLICANT.
Please share your ideas, if you are aware of such situation.
