Can Someone be rejected for insufficient points before the file is transfered to local consulate (for example by Buffalo directly before transferring it to Newyork or Detroit) ??

No, if they refused it, why would they bother to transfer it?
 
What I meant could the rejection (for points) happen before transferring ?
 
I think the answer is yes because even if you have an eligible job from the 38 list, but you don't have enough points...let's say for education, the whole work experience, the age, etc., and the total is less than 67 (based on what you declared), than your application is not eligible for further processing. on a later stage, if your receive from cio the email which states that your application is eligible for further processing, the visa office which is responsible for your case will process your application based on what documents you'll submit.

I saw several cases getting rejected after transfers to other visa offices.
 
So You mean if a rejection will occur for insufficient points it will happen after the final transfer to local consulate?? this what I saw on trackitt
 
I don't think they look at file in details before transfferring it to other consulate. So the chances of getting rejected are still alive till you get further communication from CHC in form of a request for medical/RPRF/passports. Please correct me if I 'm wrong.

Correct. After passing the IA at visa offices, you are rarely rejected.
