I think background checks are done at RBVO stage and when our file gets In Process then they calculate points and issue MR or rejection. After MR security checks are done.

hi. now a days when they give us File Number either PEr or NER the ECAS automatically says In Process so unless one gets the 2nd AOR from visa office, which some applicants are not getting, there's no way of knowing that your docs are RBVO until they add the second line

If VO can reject if the required duties are not enough then on what basis CIO sends PER, I think VO rejects the application in such cases where the supporting docs provided are fake or something.
 
I also have that question in mind. The PER letter states "final positive eligibility review". But then there's still a chance of rejection when it is assessed at the VO. My file took quite a time with the VO (they had confusion with my work experience because our HR department gave them the incorrect information about my start date with the hospital during background checks). I was interviewed last month at the Embassy and provided them all the additional information and documents they needed. Most of the people with the same time line as me already have their PPR and some of them visas. I received my MR last week dated Feb. 1.

What does your ECAS say? What are the details? Maybe your VO is still deciding whether to interview you or to notify you to send them additional documents?

Possibly the assessment being done at CIO is only brief and vague. While at the VO it is more in-depth and specific, making sure your points really add up.

You may be right but whats the meaning of "final positive eligibility review".

just out of curiosity I started this conversation I havent received any communication after getting PER.
 
Its nothing, Final positive eligibility review is a lollypop. It is just to check eligibility regarding menisterial instructions.
 
Sorry, it was "positive final determination" to be exact. You can find that line in your PER email.
But then it's only "final" for processing to be forwarded to the VO. VO is the authority making further checks and the one making the real final decision.

I say it would be alright you email/contact your VO regarding your application. Just send them a single query and not bombard them. I suppose as long as you don't have "decision made" before MR in your ECAS, you're still safe (I'm speaking of MI3 applicants only). The link (FMR) I attached to my earlier post claimed that he/she had "decision made" in ECAS before MR then received refusal letter further on.

Even they can deport someone at the time of landing after getting PR.

And even after landing if some body is found that he misrepresented to get PRR he can be denied of Canadian citizenship and sent home.

since MI2 n MI3 the rejection rate has been very low at the VO stage. i wud say tht its no more than 10% on average. so keep the faith! n keep praying!
