Rejected Study Permit despite Valid Study Visa

I do have a valid study visa until July 2023. However, my previously extended study permit has expired.

Here is my situation :
I was an international university student in Canada from September 2009 until April 2015. I had to pause my studies and travel back to my country due to personal reasons in 2011 and when I returned afterwards, I dropped and failed many classes.
Still I could extend my previous study permit in March 2014 until July 2015. As of 2015, I have not graduated and I have no intention of going back to my old university.

I wanted to start over at another university or college. In September 2015 I entered Canada on Visitor status and applied to a few universities and colleges for Fall 2016 start. I went back to my country last Winter. As soon as I received the Letter of Acceptance, I applied online (outside Canada) for a new study permit.
I am surprised that my application has been refused for the reasons of

- purpose of visit
- personal assets and financial status

Now I regret not flying to Canada with only the Letter of Acceptance so that I could be a issued a new study permit at the airport. I wish to start in Winter 2017 Semester and I need to pay my tuition in 3 weeks.
Do you think I should pay my tuition first and apply for a second time? Or do you think I should fly to Canada and explain my situation to the Border Services Officer there?

You can't be issued a study permit at the border. So simply flying to Canada won't work.

Yes - pay your tuition and then try applying again. Did you include any sort of letter to explain your past failed courses and incomplete programs?

Thank you for your reply.

I did include a letter to explain my past failed courses when I applied for an extension in March 2014 but not in my application this time. I did not include my family's all assets either.

I was thinking about flying to Canada as a last resort because I might convince the Border Services Officer. I am confused because I have my Temporary Resident Visa which is valid until July 2023 but I have just been denied a study permit.

All you could convince Border Services to do is let you in as a visitor - you still wouldn't be able to study.

The fact you have a valid visitor visa doesn't automatically entitle you to a study permit. You still need to prove you are a genuine student and unfortunately your past history of studies in Canada is probably working against you.

If you have acceptance letter and a valid TRV( Temporary resident visa), I think you should give a shot to flying to Canada and try to get study permit at Airport from a CBSA officer. First Study permits are always issued by CBSA officer when you land in canada, and then you get extensions from IRCC
There is no guarantee that you will get it, it is a 50/50 shot.
But i think it is worth a shot.
If you don't get it at the airport, you still have the chance to apply from inside canada.

You are not eligible to apply for study permit at POE on landing (unless you are a national/resident of US, Greenland, St. Pierre or Miquelon)
