Rejected refuge in Canada wants to immigrate to canada as skilled worker

Hi to everybody!!
I wanna thank you for the great work that you do here!!

Not long ago i was a refuge claimed in canada, after my hearing i was rejected,
then i packed my stuff, bought a ticket and went backhome.
At the airaport in Canada i got a letter from immigration officer,
there was written that it is sertificate of departure.
I've been living in back home 4 mounth since then.
I have a clean criminal record in canada.
The problme is that i fell in love with canada, and i really wanna immigrate there.
I was on online assessment for Skilled Worker Qualification and totaled 68 points, which
says that i'm allowed to immigrate.
My questions are: can i immigrate to canada as a skilled worker after a was declined as a
refuge? how long should i wait till i be able to apply for immigration to canada?
it is very importent to me, i wanna know if i have really good chances to get accepted,
are my chances equal to any other people(who was not refuge) who applies immigrate to
canada?
It's a long procces, and i dont wonna start it when there is no real chance.
Is there an exact answer? yes or no? or it depends on something?
please help me with that, i am so confused because everyone says differnt versions.
I'd be happy to have any links which connects to my concern.

If you got an actual deportation order, not an exclusion order, you would have to submit an ARC application (Authorization to Return to Canada) with your SW application. This has to be approved by the Minister's delegate, before the application is processed. If you received an Exclusion order for 1 year, then you either have to wait the year, before submitting the application or included the ARC request if the application is submitted prior to the year being up.

actualy i wasnt deported, i got a letter which says certificate of departure.
what does it mean?

Then you got a departure notice and don't require ARC

Hi,

so can i apply for immigration as skilled worker just in one year or when?
is my refuge process that i had going to effect somehow on the skilled worker immigration? how?
is there chance that i'am gonna fail the immigration skilled worker process because i was a refuge claimed?
