It's surprising why they rejected your file. Did you check with them on what grounds they have denied you LOA. and yes, with most of the Uni, ideally the bands required are 7.0 and in fact it's always good to have more score than just meeting the eligibility criteria.

Indeed, He needs to work on IELTS coz that really doesn't impress at all. for Universities, they expect at least 7 bands with no band less than 6.5. SO I would suggest, rather than trying with more Unis and wasting time, it's better to re-appear in IELTS which is going to be cost effective comparing IELTS fee of 9k to 100CAD to 200CAD uni application fee.
