I am not sure whether this criteria of expired language eligibility test is valid for immigrant who applied under Federal Skilled Category worker only or not. Submit your transcripts and other supporting documents if you have attained education from a Canadian university.
If you applied under FSW and took the IELTs for that application, CIC will accept a copy of the IELTs (no matter how old) as proof of English language ability.

except if its Academic IELTS , he came as student to canada so at that time he had to do the Academic IELTS at one point cic was accepting the Academic IELTS for immigration not for citizenship , but cic do not accept the Academic IELTS any more.
Language issue is moot if the OP wants this application to be in the routine stream - he/she doesn't have 1095 days of physical presence as he/she doesn't have 2 years of PR time...CIC may have just done him/ her the biggest favour ever by returning the application! Had this gone through as a full hearing with the Citizenship Judge then this would have been a timeline to oath in 2018/2019!
Also, when you do apply again, remember to count the days you were out of the country. Use the CIC residence calculator just in case to be sure you got the right amount of days.
