Rejected - Can't figure why - Please help

Hi Friends,
I completed and submitted my Express Entry profile (# E000388404) on June-07,2015.
Today I received a mail from CIC saying -
"You are not eligible for Express Entry
To qualify for Express Entry, you must meet the minimum eligibility criteria for the Federal Skilled Worker
Program, and/or the Federal Skilled Trades Program and/or the Canadian Experience Class. Based on your
profile, you do not meet the minimum eligibility criteria for any of these programs. Reasons you would not be
eligible for Express Entry include:
• not having a valid language test
• language test results that are more than two years old
• a language test score that is too low
• not having enough relevant work experience
• not having the required education level
• not having enough funds "

I double-checked my application but could not think of a reason why the profile was rejected on the above points, since, in the order as above -
- Me and my spouse, both have taken the IELTS test. (Test result numbers correctly mentioned in profile)
- Our IELTS results are from August, 2014, which is less than 1 year old.
- I have a CLB 9 and my spouse has a CLB 7 score.
- I have 10 years of continuous and full-time paid work experience in the same NOC.
Although not the same company, recently moved companies.
- I have a Canadian equivalent bachelor's degree and a recent ECA for the same. (certificate number correctly mentioned in the profile). My spouse does not have an ECA for her degree but it didn't seem like a must have from the requirements.
- I have mentioned that I'll be bringing 30,000 CAD for a family of 3 which seems to be sufficient looking at the table.

I would definitely be reapplying, but before that I need to understand what could have gone wrong here.
Could someone plz help??

Also, for that past hour I've been searching like crazy for an email where I can direct my question to the authorities. :'(
Does someone know an email which they actually read and respond to?

I seriously have no clue :(
My FSW points are definitely higher than 67, even my profile screen shows FSW criteria as met.
Although I'm not sure about how the birthday affects, I did not have one after creating the profile.

Guess I will just raise the grievance and wait, maybe even re-apply in between.

This is quite strange. You should certainly reapply but this time make sure you have entered the dates correctly in your profile. Sometimes it helps letting your spouse or someone else build the profile with you as a second pair of eyes may be seeing something you are missing.

Also, what is the NOC code you are applying to? NOC codes that are not levels O/A/B are not eligible.

I hope it works out!

I'm applying for NOC 2173 - Software Engineers and Designers. It is a level A

Re-apply as soon as possible and make sure you enter everything neatly. It might help to create an entirely new GCkey for this.
Yup..I guess I'll get started with that immediately.
Do you know what is the general process for re-application?
Would I be able to do it from my existing GC Key login?
Or, as you mention, create a new one. Any known pros and cons?

Did you submit your Job Bank profile? Your EE application will be rejected after 30 days if you did not.

Before now, i had the impression that pof can either be in the Principal Applicant's name or the spouse's name but, someone corrected me saying for EE, pof MUST be in the principal applicant's name and sited the below link as his proof

I will like for anyone who has gotten ITA and submitted documents but whose pof is his/her spouse's name and was successful or rejected to comment on this so i can be sure that one can't use a pof that is in spouse's name. If this is so, how can one go about presenting pof in his/her name when the money is actually that of the spouse an your proof of employment may show that what you are earning may not have helped you make the required amount for pof, as you are planning to use spouse's own before now instead. Thank you

Where does it say you can't use funds in your spouse's name? I don't see that anywhere.

It is stated that the POF needs to list applicant's name, among other information.

What do you mean by did you submit your job bank profile? I thought there's no way you can get an ITA, until you have created and submitted a job bank profile?

At least at the time I applied for EE (last February) you could create your EE profile and it was valid, but would be removed in 30 days if you did not register with the job bank if you didn't have an LMIA. The original poster did not get an ITA, but had his/her EE application invalidated.

You are right. I thought he/she received an ITA.
