Rejected based on Travel History

My boyfriend was rejected a visitors visa because

"You have not satisfied me that you would leave Canada at the end of your stay as a temporary
resident. In reaching this decision, I considered several factors, including:
Travel history
Purpose of Visit"

In terms of travel history; we submitted his passport stamps, listed entry/exit dates, and all permits. What would be a reason to be rejected based on this?

In terms of purpose of visit; we stated that i work abroad and am home for the holidays and he also has a break during this time so he is coming to visit me and my family during the holidays

Any thoughts of why there may have been rejection?

How long a visit did he request?

Only a month. They did check off the "lenght of visit" as a reason of rejection, so I assume it wasn't that.

he should have had a support of consultant. dont give up trying. sometimes they may accept after three times.
