two more questions :

1. Can i still apply for OWP when i submit a family class application (outside canada but residing in Canada)?
2. Should I inform the immigration officer at the airport that i am going to apply for family sponsorship when i arrive to Canada (i already have a visit visa)?

1) no.

1. Multiple replies on that. No OWP available for outland application.
Looks like you intent to travel during the application.
So do not lied and apply in-land just so that you can get the OWP. Your whole application (if applied in-land) could be cancelled if you are denial entry to Canada. And it's possible even with a valid visit visa.
