My Profession is regulated , can I apply to EXpress Entry ? if yes, can I apply to Ontario under the nomination program? Although I don't hold a Bachelor but a college degree

I'm afraid you can't apply to OINP because you don't meet the minimum bachelor degree requirement for OINP.
And you hinted you were in Canada currently, so you would have needed the license for OINP, if I'm not mistaken. The license requirement for regulated NOCs is only waived for FSW overseas applicants.

But other than that, you can still apply for EE, just not OINP.
 
If you work in a regulated field you need to proof that you are eligible for licensing. This however is applicable for PNPs. Federal selection you don't require it. However, if you become successful and land in Canada, you need to start the procedure of acquiring a license which can take years to get. I'm also in a regulated field (Medical Laboratory Technology). I would advice you to start the license procedure before you leave your home country.

I did my research and to be licensed I only need to take the national board test but for that I have to be in Canada which I'm currently NOT, but I don't really see it as a big deal, I just think it's very difficult to get a job offer if one is not licensed , who would want to wait months for an employee to become licensed, just a thought.

I dont know about OINP but for EE regulated professions are definitely eligible

Of course it'll be a huge bonus if you managed to take the board exams and get licenses before ITA, if not you still have a chance
