Regarding the documents requested by Quebec

Recently my friends got letter asking for the additional documents such as tax clearance and employment verification and it has been 2 years since we applied for the Quebec. Is this documents are for issuing the CSQ ??

I just want to know that the processing time to get CSQ after submitting the requested document. I got document request on 18-sept-2015. i sent all the documents in October. Is there any chance to get CSQ or interview before 2015.
