Ok. Here is the deal. I don't want to misrepresent myself regardless of the consequences to myself.

In 2006, I attended a Visa interview to do undergraduate studies in the US. I did not get the Visa.
In 2008, I attended a Visa interview to do graduate studies in the US. I got the visa. After a few years got H1b stamping and everything.

So, my question is this. Both the questions seems to mean the same thing. I don't see the difference between them.
I applied for f1 visa in 2006 which is similar to temporary resident visa.

In my case do I have to put Yes to both?

I would say you can answer No to this because this asks specifically for Immigrant or Permanent resident visa. You have only applied for a student visa and temporary visitor visa for the US

This answer should be a YES. This is since you have been refused a visa to the US in 2006

Please note that my answers are based on the information you have provided. If you have ever applied for an immigrant visa or a permanent resident visa to any country and gotten refused than you should answer YES to question 1 as well.

Thanks for the reply. I haven't been refused anything else. I will probably put it in the LOE that this is what I replied.

The answer will be Yes to both questions if you have been refused any visa by any country.

The answer will be No to both questions if you have not been refused any visa by any country.

The difference between Qs 1 and 2 is at the end of Q 2. denied entry or ordered to leave Canada or any other country

But why did they put in two questions.

Again, just to confirm. In my case you would mark both yes right?

EDIT: Personally, do you think they will reject me because prior visa denial?

Yes. And use an LOE if you want to explain this further.

No need. Just keep No to both the questions. a visit visa rejection will not be considered at all (unless its for canada) So its fine. No need of LOE or keeping a yes for those questions.

You are right. A visa rejection from another country will not impact the Canadian PR application in most cases. But it might impact the application in some cases and not disclosing it then is risking misrepresentation. On an online forum, it is important to always advise in generics because you never know the individual backgrounds.

I imagine that won't have any impact on the PR application unless one was rejected on security/criminal reasons, for instance.

Ok, so after reading this thread I got a hunch about my own application and logged in to my CIC profile to check on the statutory section and oh sorprise! I noticed that when asked whether I'd applied to CIC before I answered NO but I actually did applied for a visitors visa back in 2011 which I got, and also submitted scanned copies of the expired visa in my passport when I submitted my application :/.
I guess I got confused with that question back when I filled my EE profile and thought it meant if I had applied for PR before (Which I have not)... Now I wonder if I should just let it be or send a CSE explaining this "mistake" . What do you guys think?

...I feel like the more I read this forum the more antsy I get about my application... sighs...

@Rahul12 somehow got away without declaring a rejected UK visa. I believe the fact that you scanned your approved Canadian TRV will certainly show the VO that it's an innocent mistake made on your part. Did you also include your previous UCI number?

Thank you Sam... I try so hard not too worry or stress too much about my application but you see some many different (and sometimes absurd) rejection cases around here that you are just left to wonder!
I don't have a UCI number, or at least I don't know where to find it :/ So no, I did not include it. I think when you mark "no" about applying to CIC before it greys out that option.

This wouldn't be a refusal.
