It's actually both.

You're right in that the link being referenced applies only to the sponsor, but there are identical rules in place for applicants as well. Anybody with a criminal conviction in another country will not get into Canada unless they've been "rehabilitated", or a period of 10 years have passed since the conviction.

You're absolutely right Tuyen - for the purposes of Htiran's question, my intention was to point out that it can also apply to the sponsor. :)
