Yes, you are absolutely eligible for all PNP, especially for Ontario. But try to improve your IELTS score if you want ITA within 15 days. As of now, there are currently no PNP openings for NOC code 2174 I believe (correct me if I am wrong, my consultancy said like this and I am waiting for the past 6 months for PNP like you with the same NOC code). Only one province has called for PNP applications this year for NOC 2174 but there are lots of constraints like engineering studies not allowed, getting license, etc,.
