I sent mine in October and have heard nothing since. Is this because they can't locate it to send me an acknowledgement reciept?

It's possible. I'd give a call for an update. The agent I spoke with yesterday forwarded my information (tracking number of package, receipt numbers, etc.) to the processing centre to have it located.
