Got FBI clearance certificate in 2014, I need to get one again. Does FBI keep record of our fingerprints? Or do I need to take fingerprints again? I am trying to get one from India.

As long as

1. Certificate was issued after you left USA
2. You haven't stayed in USA for more than six months at one time since then

It should be good as per IRCC's rules of police certificates.

However, I would just get a new one since it takes less than a week to get it now. No need to give VO any opportunities to reject or delay app.

For fingerprints, you will have to take new ones - FBI does not have any facility for recovering and using old fingerprints. But it is very easy to get them done in India, lots of agencies do it for a fee.

They have recently rejected a number of cases for old PCCs.
