Regarding Conditional acceptance from University

I got Conditional accpetance from University of british columbia, the conditona that they have put is that they want me to submit official degree certificate within 3 months from the day i join the course there.Will i be able to get Loan and visa on the conditional acceptance?

definitely, but the immigration officer sometimes prefer to see your degree his own.
I mean he may ask you to proof that you are able to meet the condition for example ask to show him your certificate degree
