regarding changed rules of quebec skilled workers

as we know that quebec government changed the rules of skilled workers from 8 march 2017.
i wana know that the clients who have already submitted their documents to immigration quebec after getting document request are also affected with these rules or not. i am very confused.
please give me answer who is sure and have correct information.

but sgawly on the website its written that the files which doesnot pass the preliminary review that are affected but according to the steps of website document request is the next step after preliminary review.

bro i submitted in June status is waiting for treatment and didn't received any document list
did u received the document list ...than i thank u r not effected by the new rules
