Hi everyone! I’m currently in Canada on PGWP. I finished my 1 year of work experience at the end of last year. My IELTS score has been great, I scored CLB-10 in speaking and CLB-9 in all my other modules. Without a job offer I’m stuck at 428 score. I’m confused if the job offer under CEC requires LMIA, or does it just have to be a literal job offer from my employer regarding my work duties, pay, benefits, and start date. I’ve not been able to get a consistent answer to this confusion. If you can please help, thanks!

The answer is quite straight-forward.

Because you are on an open work permit with no employer named, your employer would need to obtain an approved LMIA in order for you to qualify for the 50 job offer points.

There are circumstances where those on an LMIA exempt work permit can claim the 50 points without an approved LMIA. However this is only in cases where it's a closed work permit (with a specific employer named on the work permit) and the applicant first works in Canada for that employer for a full years. An example of this would be an ICT (intra company transfer) work permit. Because you are on a PGWP, this rule doesn't apply to you and a LMIA is mandatory to get the 50 points.

BTW - there have been many CEC draws below 428 over the last few months. Are you not in the Express Entry pool already? You would have received ITA already without needing the 50 points.
