Reg Language question in Economic classes (Question 7c)

Hi, I am not utilizing my spouse's adaptability points (my spouse did not give IELTS).
If so, should I reply NO for the following question in Economic Classes form ?

Question 7c) Is your accompanying spouse proficient in English or French ?

In your case it would be 'No'

If you go for 'Yes' then you have to provide the original IELTS of her.
