@kimmy423, I just resubmitted my sister's application with the NBI certificate, and it was approved in less than two weeks. We were also frustrated when her application was initially refused due to the missing NBI certificate. However, after further research, we found that submitting the NBI certificate is mandatory according to the Manila Visa Office checklist/guidelines.
Just try resubmitting the application with a valid NBI certificate, and hopefully, it will be approved soon too. Best of luck! =)
