Refused twice,purpose of visit, family ties, travel history

Hello, I am a little confused as to why I have been refused a TRV. I would appreciate if someone would clarify. I am a doctor who needed to attend a medical conference in Vancouver for 5 days ( I had an Invitation and mention of the award that I was to receive). I have a husband and 5 year old daughter at home ( so marriage certificate and birth certificate submitted) . I had recently march 2019 travelled to Paris for the same conference. But i was refused again saying : not legitimate purpose of visit, and not enough connections I Canada and home country, and based on past travel history. I had shown that I would be visiting Portland U.S for 5 days, and be appling for a U.S visa after this visa . Was that wrong?

Oh, and I am a govt. Employee..so I had all the govt. Papers, permissions, salary statements etc.

There might be a mistake on your part while filling the application. When is the conference? Which country are you applying from if I may ask?

The conference is from 10-14 march ..and I am applying from India.
The conference is around the corner. I could have suggest requesting Access to your immigration file under ATIP; this can take longer than the date of conference.

Is your organization or the conference paying for your travels? Have you tried to immigrate, study or work in Canada before?

I have a travel award that I was to recieve in Canada at the conference. Rest I pay for my own. I have never tried to immigrate or work in Canada before.

Did you include explanation letter emphasizing on your ties and connection on your ties? if yes, you can share with me your explanation letter and I will be able to determine the reason of refusal.
Yes, I mentioned that I have daughter and a husband at home and even submitted my marriage certificate, and her birth certificate. I was planning to travel alone.

It was a very short visit..I never thought it would be so difficult..I even had a personal invitation from the conference executive committee with the award mentioned.

Can I still do that.. since I don't plan to attend the conference anymore but need to apply for my U.S visa ...so need to correct errors..if any.

Sure you can. Would have been best to get the US visa first. It tends to be easier to get.

Did you include information that the conference was covering your travel costs. That would be one of the important details to include with proof.

Yea, I had a letter from the organisation inviting me , that mentioned the travel award.
