Refused Study Permit From Dubai

Hey guys i m Jahed , a permanent resident of Chittagong Bangladesh currently residing in Dubai, UAE.
i have applied for Niagara College, Ontario for the course Business Administration (3 years) , i wire transferred the 1st semester fees + 100 dollars because of the currency fluctuation and got the Letter of Acceptance , i then applied for visa on 22nd oct 2017 and i received a mail from the Canada Embassy stating that my visa has been refused and the reasons are Purpose of visit , thats all i saw in the mail have to actually see the papers.

Documents submitted are :

1. School Transcripts
10th : 62%
12th : 64.2%

2. IELTS overall Band 6 (speaking 6 , writing 5.5 , reading 6.5 , listening 5.5)
3. Bank Statement ( 120,000 AED)
4. Passport copies of my father and mine.
5. Letter of Explanation
6. Letter of Sponsorship
7. Birth Certificate
8. Letter of Acceptance from the college
9. Wire Transfer Receipt.
10. College Receipt
11.IMM 1294
12. IMM FAMILY INFO.
13. Business Documents.
14. Property Documents which i translated from Bengali to English.


I have also submitted my biometrics.

Now i want to know where was i wrong..?
I am thinking about reapplying in University of Manitoba and retaking the IELTS exam .. will it help..?

I can tell two reasons:
1- You are from Bangladesh and you applied from another country which is not a good indication for VO.
2- You have two bands less than 6.

You said you are a permanent resident of Chittagong Bangladesh, so you are not Bengali? VO might think you are a potential refugee if you dont have a nationality or you abandoned your original country.

Hello Thanks for replying but i came in UAE since 2003 , i have completed my higher studies over here i have all the legal documents , and based on IELTS i m thinking about re taking the exam.

Can you tell me if theres any chance for me to get the visa? Should i consider getting the Caips note..?

You should consider both (IELTS and caips).
And you have to prove that you can come back to UAE once you graduate. Otherwise, you have to apply from Bangladesh.

My Residence (student) visa is valid till 2020 i don't understand why my visa is being rejected but will get the caips and i didn't submit my police clearance certificate which i thought i will be later asked and this happened.

Is there any other think you suggest for convincing the visa officer..?

I don't know,
But your residence in UAE is critical. I would highly recommend you to apply from your original country if you can. Otherwise, wait other members from UAE to help you out.

pply for CAIPS and only then you will know the exact reasons

There was one more problem that my passport expiry was on jan 2018 i already gave m passport for renewal and attached the delivery slip, i just got the new passport today .

is that a reason for rejecting the visa as i have heard it requires around 6 months to travel abroad..?

Since, you had already attached the delivery slip so passport should not be a problem. You should definitely reappear for IELTS and try to get minimum 6 in each band. The only concern is the visa officer would like to know why would be not go for further education in UAE itself. Focus on this point in your SOP. go through other reasons in your caips report and prepare a strong letter and SOP.
