Dears,

I was brought up and later working in Bahrain. I resigned from my job and exited from Bahrain and went to India ( as I cannot stay further without work permit). I tried getting Bahrain 1 year Tourist visa but I got reply as " This application cannot be processed due to administrative reasons". Later I came to Bahrain on Family Visa as my husband's dependent as he is working here in Bahrain.

My question, should I write YES under Visa refusal? Is this what they mean?

Yes. Explain it in the most simple words, like:
"Yes, I was refused Bahrain tourist visa due to administrative reasons"

The impact this can cause to your EE application is minor or none. I was refused canada visa once and it does not seem to cause any issue or delay while applying for PR through EE.
