Refused...Need help for reapplying

I am Fahkar Ali from Pakistan.I am currently refused from Canada on 16th July.My profile is as following
- FSc (pre-eng) 74% Marks
-IELTS : 7.0 Bands overall (6+) in each module.
-Bank statement: 4 Million PKR (required funds for first year were 36,000 CAD & Available funds 51,000CAD)
-Property 13 Crore Pkr
-Intended uni:Uni of Regina (Course:Bachelors of Systems Engineering General)
Refusal reasons:-
1-Have sufficient and available financial resources,without working in Canada to pay the tuition fees for the program of studies that you intend to pursue.
2- Have sufficient and available financial resources,without working in Canada to maintain yourself during your proposed period of study.
3-You have not satisfied me that you will leave Canada at the end of your stay,in reaching this decision i considered several factors,including:
-Personal assets & financial status
4-Insufficient documents to demonstrate provenance of funds;Not satisfied that you will actively pursue the proposed program of study under R220.1;Not satisfied with financial support from sponsore father.
In my opinion this reason is given because my brother is already in Canada on sutdy permit.Therefore my father is sponsoring him as well.I attached earnings from my father's agricultural land(2.6 Million PKR) as proof lease agreement was attached.Now i want to re-apply.What do you guys suggest me to do to convince visa officer.My mother also have property on her name but i didn't mention it in my application and it wasn't mentioned in my brother's application as well.Now should i attach property documents of my mother(worth 1.2 million cad) along with her bank statement with proof of lease agreement.She is earning 2.4 Million PKR from that land annually.I will attach Affidavit of support on her behalf.In this case both my parents will become my sponsor and i will show two bank statement.Will this solve the problem.I need your advice.Please experienced persons advice me it's about my future.And one more thing should i mention about my brother in SOP that he's there although last time i did.

Looks to me like there are a few issues with your application. Having a brother who is already in Canada does make it more difficult for you to come as well and means you have to demonstrate much stronger ties. Also, I'm not sure you've demonstrated that your family has enough income to support both you and your brother studying in Canada. Land doesn't matter. You have to demonstrate that you have the money available in a bank account and then also have annual income coming in to fund your further studies in Canada. With two of you in Canada, you would want to show an available bank balance of over $60K in CAD and also an annual income that's above $60K CAD. Even with both of your parents sponsoring, the annual income you'll be able to demonstrate will still be pretty low - but it will be better. Hard to say if that will get you approved or not. My bank statement will be of 52K Cad and annual earnings will be 100K CAD from both Mom & Dad.

No i didn't pay tuition fee to the Uni but it's not the problem because my brother got his approval with same scenario.Sop was fine just i hadn't explain my financial Situation
