Sorry to know your sister-in-law was refused for the 6th time. Unfortunately, it was expected.

She is young + no travel history + this time, you provided evidence that her other family members have TRVs, etc.

even though we provided job letter, working there since 2011, not sure what more ppl have added to prove ????
Based on your posts, she been working since she was 16 years. She could have demonstrated stronger employment ties than just the job letter.

A bit of advice:
Do not reapply for the 7th time. Also, it won't help to order another set of case notes.

She must establish stronger ties to her home country (employment or maybe enroll for a study program) + maybe travel to countries closer to where she lives, etc

You don't want to give up. That's understandable. And, you shouldn't.... but, you must not reapply for some months. To a visa officer, reapplying too many times indicates desperation. Perhaps, you can prepare a more solid application for a Christmas/New Year vacation.

1. Do post the list of documents which she submitted for her most recent application.

2. How long did she want to visit?

@Bryanna what do they want when its current employment prospect of country residence...what do they want to see?
IRCC wants to see how stable her employment ties are.

For example, can anyone else do the work she does? Has she started working recently? Does her job pay her reasonably well to allow her to afford the visit? If she wants to visit for say 3-4 weeks or more then it means her employment ties are weak, etc

No dear.. she has been with same workplace since 2011. We only asked for 3 weeks nothing more..we are providing all funds.. her salart is enough toncover basic nessesites for her and her parents. So ppl depend on her job salary to survive plus we provide relief as well.. what do they want to see ? That she is the only one that can do the job!!??

IMO if she can travel to any other country where we need visa like UK , US Australia i m sure it will help and will give some more weight to her application
Travel history does matters alot my friend as it tells how strong your ties are with your home land
I m from pakistan and was refused to usa visa twice one in 2013 and once in 2014
Being a business man i had quite decent traveling to asian countries like thailand malaysia and china still i was refused in 2013 as VO was not satisfied i will return to home country
On my second refuasal that was with my whole family in 2014 , i got chance to talk to VO and i had interview for about 35 mins and i learned from her that VO only gets convinced if we have spending power and spending power can be judge by your travel history
She said me that usa is not the end of the world you can take your kida to disney land Paris and try later next yr may be you will likely get positive answer but still not guaranteed
Well i went europe in 2014 and i was granted visa same yr in October
I had a trip in nov 2015 then applied for my family and every one got visa and we traveled to disney last yr
This yr i applied for TRV with my family and it took 65 days to get approved and i m sure my family trips to USA and schengen was a plus for my application
Telling you all this because adding more papers wont work for her , if theres no significant change in her profile like travel history , outcome will be same as before

I hope you understand

Does she own the property? Or is it shared ownership with another family member?

Did she include a leave approval letter from her employer + pay stubs + tax returns + 6 months bank statement (that matches her income without borrowing from anyone)?

Does she support her family financially or takes care of rent/utilities etc?

@Bryanna --- she is the sole owner listed on the property. its hers

no approval letter, just a emploment letter stating how long and where and what she works in. no tax returns in couintry of residence. its cash payments and bank statement was provided but in a 3rd world country 10 per month doesnt get u much in savings considering they need to survive with basic food and nessessities..
she takes care of the utilities... her father is sick and mother is retired.
