The Fact is, yes, no matter what, they can't refuse you as long as you don't have a virus that is active and will likely spread and make a "zombie" apocalypse!
You are only responding to the "public health" provision of the legislation. There is also a "public safety" provision that covers such things as deviant behaviour and mental illnesses. These cannot always be "cured", ever.
The example list from the CIC web site is not exclusive for this situation as it's a case by case evaluation.
