refusal of visa

I have a job offer machinist in quebec canada and I already have LMO and CAQ and passed the medical exam but I received refusal from the canada embassy here in the Philippines last April 29, 2015 due to limited
employment prospects in my country and current employment situation.
can I re-apply my application again?
What documents I need to present to help my application?
