refusal of my father and mother in law visitor visa application

Hi for every one
I have received the refusal letter from the visa office in Turkey ,
the officer mentioned in the letter that the applicants did not fulfill the requirements of subsection 11(1) as copies below :

(( You have not satisfied me that you would leave Canada at the end of your stay as a temporary resident. In reaching this decision, I considered several factors, including:


Family ties in Canada and in country of residence
Length of proposed stay in Canada
Purpose of visit ))

The letter mentioned that we can reapply and pay the new processing fees
if any one can help me how to solve this problem and reapply again

1) I suggest they apply separately - one after the other
2) I suggest they make trip shorter - perhaps a week or so
3) I suggest they say tourism to places like Niagara Falls for a day or two and then to Thousand Island for the following day, etc.
