What application was it? Student visa? PR? Visitor?
Refusal letter is generic and you'd have to order caips note to find out the real reason as to why they refused

This is not a official IRCC website. You must go and request your GCMS notes here : https://www.canada.ca/en/immigration-refugees-citizenship/corporate/transparency/access-information-privacy/requests-information-act.html

But in order for you to get your GCMS notes, you must be a individiual that is already in Canada, a PR or Canadian Citizen. If you are none of that, then you must find someone who is eligible to request your notes on your behalf.
