Refusal letter: How to appeal ?

Hello,
My brother in law got a refusal letter today. He is working in Dubai for the last 7 years as a Supervisor of Carpentary trade. The reason that they gave is that " VO is not satisfied that he is a supervisor in Carpentary trade". They have sent a letter for banking information and refund (NOC 7215).
Can you guide me as how can he appeal ? What is the process of it and whats the time frame?
The letter doesnot give any information about it.
Much appreciated.
I am anxiously waiting for a reply.

Here are the GCMS notes of my brother in Law. He has already sent a case reopen letter (thanks cocknbull for the format and help) . However can any one help me understand these notes ?

I requested it on 19th April 2012. Got the letter on 2nd May 2012.Received letter on 15th May 2012

Yeas, certainly u can my friend. i have taken help of one of the panel who is currently helping me out in getting through my case. I received refusal with the same reason. if u need i would be happy to let you know. If you want you can also appeal through them

There is another way..... apart from appeal as well which if done properly can still get your case re-opened ans that too at comparatively low cost as compared to appeal. I myself did the same way through an expert panel. though CIC decision is pending but one thing my representatives services are fabulous and so i hope with the outcome as well. think over it... don't get carried away by any person personal appeals go and search
