Refusal...Help me

Hi Everyone
I am refused from CANADA.I want to ask that should i change my university while reapplying because in the university where i am intended to go my brother is already studying there as international students.Do you guys think that it will have negative impact on my profile.Should i change University or go with the same.Please reply me quickly.
My profile and Refusal reasons.
- FSc (pre-eng) 74% Marks
-IELTS : 7.0 Bands overall (6+) in each module.
-Bank statement: 4 Million PKR (required funds for first year were 36,000 CAD & Available funds 51,000CAD)
-Property 13 Crore Pkr
-Intended uni:Uni of Regina (Course:Bachelors of Systems Engineering General)
Refusal reasons:-
1-Have sufficient and available financial resources,without working in Canada to pay the tuition fees for the program of studies that you intend to pursue.
2- Have sufficient and available financial resources,without working in Canada to maintain yourself during your proposed period of study.
3-You have not satisfied me that you will leave Canada at the end of your stay,in reaching this decision i considered several factors,including:
-Personal assets & financial status
4-Insufficient documents to demonstrate provenance of funds;Not satisfied that you will actively pursue the proposed program of study under R220.1;Not satisfied with financial support from sponsor father.

What did you show for income or your parents' income that will support your studies after year 1 of your studies in Canada? Your four years in Canada are going to cost around $150K. Looks like CIC is concerned where this money is going to come from if your bank statement contains only $51K.

Last time i shoed them income from my father's land ie lease agreement was attached but as my brother is also in Canada on study permit that's why he might have thought that it will be difficult for him to support 2 offsprings from same income.As a solution this time i am going to attach earnings from my mother's land as well(I'll attach lease agreement) therefore having to sponsor will make my finances strong.What will you recommend?
