I am not satisfied that you will leave Canada at the end of your stay as required by paragraph R216(1)(b) of the IRPR (https://laws-lois.justice.gc.ca/eng/regulations/sor-2002-227/ section-216.html). I am refusing your application because you have not established that you will leave Canada, based on the following factors:

• Your assets and financial situation are insufficient to support the stated purpose of travel for yourself (and any accompanying family member(s), if applicable).

• You do not have significant family ties outside Canada. • The purpose of your visit to Canada is not consistent with a temporary stay given the details you have provided in your application

Me ,as Husband of the principal applicant Ntabareshya Sylvestre

Order GCMS notes.
1. TWU is a private “university mill“ catering to only international students. No one has heard of it so if she is serious about taking a MBA then look at public universities in BC (UBC)
2. Ok.
3. No bearing on study permit.
4. No bearing as you wanted to come and work in Canada
5. How will she afford two years of study, and living expenses for all of you. Canada is so expensive and this may be enough for just her. Also you have an 2 year old. Are you planning on not working because who will look after child? Have you secured daycare because waiting lists can be years? You need to show additional funds for daycare. Budge $500 per month so an additional $6000 per year for daughter. And that may be a low number. Assume this is cash in the bank.
6. Ok.

She needs to apply alone as then she has enough funds and ties to return home. This is the second reason for refusal that she has no ties outside Canada. When she completes the two year program, she applies for the two of you to come to Canada with her skilled job and PGWP. If she applies alone, then she will have enough funds.

If all of you plan to come to Canada. Save more money. Once you pay tuition then budget $20k per year (may be too low) for liiving expenses and another $6k per year for daycare. Then she needs to show ties to return so that is job opportunities with a salary that justifies the cost of the program. She needs to show investment properties, business and reasons to return. Even then you and your daughter’s permits may still be refused because what are your ties to return if spouse is in Canada?

Has your wife been working? You mention your employment but your wife needs to show that going back to school will lead to her career advancement in her home country. As already mentioned you a short a significant amount of funds. Given your financial situation applying to study in the Vancouver area is not a great idea. Not sure what is your citizenship but assume you may be from West Africa. Given the state of the e amount and the amount of residents applying for asylum there will be concerns that you won’t return to your home country after you wife’s studies. Given that you earn good salary from a reputable employer it also becomes tough to justify why you would exhaust all your savings as a family to study in Canada.

10 Year US visa has no bearing on application.

What is her role at the US based non-profit? Why does she need an MBA And how will that lead to career advancmentt? Can your family justify the huge expense and will it lead to significant benefit to her career in Rwanda? For your family to all be in Canada while or wife studies for the MBA you’ll need to show closer to 100k CAD. Not all non-profit worker can get a US visa. In general it is easier to get a visa to the US versus Canada because the US deports people much more easily.

Let her apply for study permit alone under SDS if eligible! Once she gets study permit then you apply for yourself and kid.

If approved, once she is in Canada then make sure she secures full time day care. Waiting lists can be years. Order GCMS notes. She is not applying for you. You and your child will be applying and will need to address past reasons for refusal.
