My friend got refused the first time for a study permit for the typical generic reasons. He appealed in court and got a settlement offer. When the case reopened, IRCC requested him to pay one year tuition fee and some other documents and he paid the one year and provided all documents. After just one week, IRCC refused his case again.
I have personally never seen a refusal after settlement offer. Is this common?

It is not that unusual. Still comes to his profile. What is his background and what did he apply for and what school? What is his citizenship and how much savings did he show?

I personally think it’s because of lack of career progression. He is a master’s in psychology but he regrets doing psychology and has been working as a software developer for a company in his home country Iran. So now he wants to study computer science in Douglas college to further his opportunities in the field. He is 28 and he showed quite a lot of saving I’d say more than adequate. Also paid for one year tuition. Pretty unlucky
 
His purpose of study and career progression make zero sense which is why he likely got refused. If already working as a software developer why does he need to attend a college program in Canada?

You do realize that just because you got a settlement offer doesn’t mean it’s automatically approved?

Just means another set of eyes looks at your application again

It is not uncommon. There is an expectation that JR and settlement will mean approval. A lot times, application is still refused by not justifying costs, not showing career/education progression, not showing ties to return home etc.

We have seen a number of them here. It's not uncommon.

Refile a JR against the fresh refusal and keep going on by third JR within the same application it usually gets approved.
 
Hi guys,
We reached settlement offer with IRCC due to JR on May 22, 2024. Essentially they agreed to reopen the file and have an officer decide on the super visa applications of my parents. However, yesterday, only my mom's visa application file was reopened based on her file status. Can someone please share their thoughts on why my dad's application was not re-opened again? Also how long does it take for Abu Dhabi to re-open and decide on files
