My name is ****************************, and I did apply for a study permit to Canada under the SDS system. First, i received approval in principle (13, august) to start online classes, but later on, i received a refusal from(3 sep) IRCC.
Degree masters
IELTS 7
Nationality Pakistani

There are the following allegations written for my refusal.

Dear *******, Thank you for your interest in studying in Canada. After careful review of your study permit application and supporting documentation, I have determined that your application does not meet the requirements of the Immigration and Refugee Protection Act (IRPA) and Immigration and Refugee Protection Regulations (IRPR). I am refusing your application on the following grounds:
• I am not satisfied that you will leave Canada at the end of your stay, as stipulated in subsection 216(1) of the IRPR, based on your current employment situation.
• I am not satisfied that you will leave Canada at the end of your stay, as stipulated in subsection 216(1) of the IRPR, based on the purpose of your visit.
• I am not satisfied that you will leave Canada at the end of your stay, as stipulated in subsection 216(1) of the IRPR, based on your family ties in Canada and in your country of residence.
• I am not satisfied that you will leave Canada at the end of your stay, as stipulated in subsection 216(1) of the IRPR, based on the limited employment prospects in your country of residence.
• I am not satisfied that you will leave Canada at the end of your stay, as stipulated in subsection 216(1) of the IRPR, based on your travel history. You are welcome to reapply if you feel that you can respond to these concerns and can demonstrate that your situation meets the requirements.
All new applications must be accompanied by a new processing fee.

now i am trying to apply for GCMS notes but they said
*To be eligible to make a request, you must be a Canadian citizen, a permanent resident of Canada or an individual or corporation currently present in Canada.

it seems that you will not leave after your study permit expires, therefore, according to immigration regulations, your study permit cannot be issued to you.

You have to work on your SOP to show strong home ties and also the docs have to be attached to prove this. There are plenty of threads on this forum about it.

You may have been rightly refused. What is your program of study...other than a masters? What is your education in & work experienc? Where are you from and where do live now? How long have you lived outside your country...assume you do based on refusal

First, don’t use allegations. Ask for your GCMS notes.

• I am not satisfied that you will leave Canada at the end of your stay, as stipulated in subsection 216(1) of the IRPR, based on the purpose of your visit.

You have a Masters already & are taking another masters. In Canada, a masters of education Is usually for certified teachers (Have B.Ed) who want to be Superintendants, principals etc. It makes no sense for you to take this program if you aren’t a teacher (with a teaching degree).

• I am not satisfied that you will leave Canada at the end of your stay, as stipulated in subsection 216(1) of the IRPR, based on your family ties in Canada and in your country of residence.

Do you have a spouse/kids?

• I am not satisfied that you will leave Canada at the end of your stay, as stipulated in subsection 216(1) of the IRPR, based on the limited employment prospects in your country of residence.

Again you have a masters & how will a Canadian masters of education help your career in Pakistan. How is the Canadian education system similar to Pakistan in that it will help your career. A masters of education gives you no benefit in Canada since you aren’t a certified teacher. Don’t you need a teaching degree in Pakistan first. If you want to be a teacher apply to teachers college not a masters in education.

• I am not satisfied that you will leave Canada at the end of your stay, as stipulated in subsection 216(1) of the IRPR, based on your travel history

You have no travel history & no visas (UK, Europe,US) to show you will return home.

I mentioned in sop that as I am teaching in an international school I need to get a degree in the education field as it will help me in future.

Do you have a spouse/kids?

I have a spouse whose nationality is British and I don't have any kid.

Again you have a masters & how will a masters of education help your career in Pakistan. A masters of education gives you no benefit in Canada since you aren’t a certified teacher. Don’t you need a teaching degree in Pakistan first. If you want to be a teacher apply to teachers college not a masters in education.

Can you guide me what I have to do now?
can you enlist some colleges name here and If i go for colleges VO will not be asking why to college even u have already masters?

You have no travel history & no visas (UK, Europe,US) to show you will return home.

I am planning to visit Dubai for a week will it work for travel history?

and in last kindly guide me what will be the best thing to do for study permit?

Well saying in your SOP that you want to get into education and then applying for a Canadian masters (focus on administration not teaching) really makes no sense. Taking a Canadian bachelor of education also makes no sense because how will it help you in Pakistan. If you are serious about teaching in Pakistan get your degree there. Your wife is British so why can’t you study in the UK? Officers want to see travel to the “five eyes” - US, UK, NZ, Australia & Canada. Take a PhD if you want to study in Canada.
