It doesnt make a different, even if you apply after 10yrs they will still have those past refusal reasons. Apply for gcms notes
Well, even in here, OP doesn't sound like a genuine student or visitor...
If OP wants to immigrate, improve his/her education, work experience, and language skill.
I have ordered GCMS notes twice in the apst refusals as well. Those notes never helped . It says the same things which is on refusal .
This is my 5th time getting same reason of refusal that i will not leave their country. I have tried to maximum documents that i can ITR . Properrty Evaluatiob, Assets Bank Statements everything.
I guess there is inconsistency with the motive, whether to study or to be with your family....its not about maximum documents you provided, you need to demonstrate you will return after end of your study, that brings both social, economic tiers and career progression...both seems to be weak, in my honest opinion. [ IELTS Results, Having B.Com and want to study Certificate, Family ties both in Canada and India, and Past Refusals plays role]. I guess 5 different officers refused 5 different applications.
@Simba112 i agree that my profile is weak but i need to get it as i am alone here and my sibling is there. Either she should come and leave the country which i dont want. I have been trying for 7 yrs now. My PR file was also not strong. I have given my best. To get married also people refaluse the match being an orphan . I am really frustrated now. What should i do now ? My agent suggesting to reapply with everything same but just adding more lines on SOP.
You are not an orphan if you are in your 30s. Why should your sibling leave Canada? Order GCMS notes for your study permit refusal. Adding more lines to SOP is not going to change anything. Again, you want to live in Canada so no point applying for TRV as IRCC knows that you will not leave. Studying in Canada doesn’t guarantee PR either.

Many people live apart from their siblings. You are an adult and you can live/start your own life.
If you cannot come to Canada, you need to look into other options.
Can you get help from you siblings to further your eduction in your home country and get a better job and live a better life there? Sibling can visit you from time to time. Many people don't live with their siblings.
I am not saying i am gonna live with her but do you think its feasible to travel even once a year with kids as its getting too expensive. You are saying this because you may have someone around you but in odd times if you have blood relatives you may need them. I am surviving here ofcourse for 7 last years alona but i know how much her kids miss me and i miss them when they dont have any other relatives etc . May be you guys are just troling and you come from different culture and wont understand the emotions.
But what is your true intention? You seem to want to live in Canada so focus on immigration (get a Masters and learn French) or try again for a study permit but only after getting GCMS notes. Study permit doesn’t guarantee PR. And even if you study in Canada, you may not be that close to your sibling. You may be hours away or across the country. You have 4 TRV refusals and have been given advice on that.
I am sorry that you are away from your family but you need to address reasons for refusal. Don’t apply until you can. IRCC has access to all your refusals so you must present a solid study permit application. If you have a BComm then look at MBA programs. Take the GMAT and research schools that will accept your grade point average.
I have a sibling that's been in a different country with young kids for over 20 years and I haven't seen her in more than 5 years. That's how the world goes nowadays when people choose to move to a different part of the world.
I am not trolling. I am trying to help you to realize that getting TRV may not be the way to go as least for now. And getting study permit will need some work to be done to address the refusal reasons.
