No, the child is not a Canadian, since I'm PR and my spouse is being sponsored, and born outside Canada.

It will not be a refusal. All that is happened is IRCC took the missing OWP fee out of the $490 RPRF fee and refunded the difference. The RPRF is not required until the end of the process.

When your app is nearing completion, IRCC will request the RPRF payment. Or you can pay the RPRF now and send them the receipt. No big deal.

This is a good point. I am confused why they would wait this long to notice that difference?

I couldn't be bothered to bust out the calculator. the amounts are correct. The total is not in my post -- it should be 1040. That said, it's only for the spouse (no dependant children).

This makes perfect sense, I hope this is what happened and we hear good news soon. We love it here.

I was wondering if you have an update on the situation?Please tell me what CIC agent said regrading the refund? I'm in the same boat as you were when you wrote the post. I also received an email about 335 refund today! I'm so anxious about it.. Can't wait to call in the morning.

If your situation is exactly the same as OP's, then the answer given previously is also going to be the same: refund of the partial RPRF. If your situation is different, you need to provide more info on who is being sponsored and what fees you paid.

I'm in the same boat. I just got an email stating that a 335 dollar refund has been initiated. I'm really worried now :(
I applied for my wife's inland PR and the online status says decision made (I got the sponsor approval letter already and we have a 'Determination of permanent residence interview' scheduled next week.
Should I pay the RPRF fee (as they've asked for the RPRF fee payment proof for the interview)?
Please provide me some guidance if anybody is in the same boat.

Applied for Inland PR sponsorship (and open work permit) for my wife last year (timeline below). I am a PR since 2015 (citizen of a country that needs a visa to enter Canada)
  • 13 months ago-> married my wife who was in Canada on a visitor visa at that time, registered the marriage in Canada
  • 12 months ago - application filled, paid 1040 $ (PR includes RPRF fee) and 100 $ (OWP)
  • 6 months ago - got the open work permit
  • 3 days ago -> Status online changed to decision made and I got sponsor approval letter by email stating ' You have met the requirements for eligibility as a sponsor. The Application for Permanent Residence (APR) for your relative will be processed separately and he/she will be contacted shortly.'
  • Yesterday -> Received email stating that a final determination for permanent residence interview has been scheduled for next week and I need to get these documents -
Ø A valid passport, identity or travel document; if you were previously advised that you are exempt from the travel document requirement, bring other documents establishing your identity;
Ø Two photographs of yourself and for each person in your family that is being processed for permanent residence inside Canada. Please show the specifications on the reverse to the photographer.
Ø Temporary Resident document issued by CIC (Work Permit, Student Permit, Visitor Record)
Ø Proof of Payment of the Right of Permanent Residence Fee
If you are subject to and have not yet paid the Right of Permanent Residence Fee of $490.00, you must do so prior to your interview by making an online payment on our website at:
  • Today-> My wife gets the email - It has been determined that you meet the eligibility requirements to apply for permanent residence as a member of the spouse or common-law partner in Canada class. Please note that a final decision will not be made until all remaining requirements for becoming a permanent resident have been met. These requirements include medical, security and background checks for you and, if applicable, all of your family members, both in Canada and abroad, even if they are not applying to join you in Canada at this time. You cannot become a permanent resident until you and all your family members have met these requirements.
  • Today ->Received an email stating that a refund in the amount of $335 has been initiated.
Please advise what could be the reason for the refund.
Does this mean that I need to pay 540$ fee before the determination for permanent residence interview and have the receipt ready?
How can my wife and I prepare for the interview next week?
Are there any indications that the refund is because of rejection? Any reasons?

Really worried, please let me know of any similar cases or offer constructive feedback.
