Refund and canceling entire visa request?

Is there a way to cancel and have a refund on my visa request? Since IRCC had no trouble taking my money but have no one working on processing visitor visas.
Perhaps not accepting any visitors visa request for the moment, since they’re not equipped to process them, would be best?
Over 90 days waiting now…

it's been >4 months for me and no movement!!
