Refugee work permit not coming

Hi, I am writing on behalf on someone. He applied for his work permit after claiming asylum at montreal airport. It’s been four months his WP is not coming. Any idea why?

Yes, there are files delaying getting WP. I know two persons who are waiting for their WP. Both have claimed at the Montreal Airport and it's been almost 4 months.

No idea what is happening.

I also heard they asked two persons to come on airport, refugees status waiting for WP and sent them to their home country. Is it possible or true?

Yes, I also heard the same. Do not know it is true or false.

It’s true those people are in known of someone here they were staying with them. But do u know what could be the possible reason?

False document while applying for the visitor visa.
