I dont know may be it is not private sponsorship. But I know that if its dangerous to your family to live in there country in Canada have to be any organization to help with that. And I heard that it take 6 or 9 month. I heard it here, some immigration lawyers do it here. But I need specialist. Are you in Canada?
You can apply for PR for your family members only after you get the status of a protected person. If their lives are in serious danger (personal danger) then a request can be made to IRCC to expedite the PR processing for these family members. There are no options other than this. Maybe your family can move to another area/region in the interim.
Regardless of what a lawyer or an organization might tell you, immigration decisions are ultimately given by IRCC.
You may want to contact
www.ccrweb.ca/en i.e. Canadian Council for Refugees. They may have some advice for you.

This doesn't exist. There is H&C applications but that is for people in Canada. Can anyone else confirm?
Applicants who are otherwise inadmissible or don't meet the requirements for immigration as per IRPA may be eligible to submit an H&C claim even from outside Canada.
It is possible to apply for H&C under subsection A25(1) if the foreign national who is inadmissible is living outside Canada. As per this subsection, foreign nationals who don't have a right to apply for PR from within Canada if they don't meet the requirements of an in-Canada immigration class or if they are inadmissible can submit a request under H&C.
That said, there are specific conditions under which such a request/application will be considered.
For example, s/he must not be inadmissible under Sections A34, A35 or A37 (i.e. inadmissibility for security..... for violating human and international rights.... for organized criminality/criminal activities). The request must be submitted with the application for PR and must be made in one of the three classes i.e. family, economic or refugee. Another condition: they must not be subject to a bar under subsection A25 (1.2)
