It is until it isn’t. You are more likely to not face any consequences if you have government connections and money in many countries not a foreign passport. Know enough people who work for Canada’s Global Affairs to hear the stories about Canadians and dual citizens who make the false assumption that a Canadian passport solves everything.

you are right that it doesn’t resolve nothing but in my country it does .
i mean it doesnt from canada for sure but i am protected for being a dual because my gov never wants to screw with a g6 country the mere fact of reporting it to canadian authorities make my gov pull their hair .
they make business with the west and this the way it is and many other places are this way

Canada is not the US. We have much less leverage than some other countries. What also may have been true in the past may not be true now or in the future as the economies of many countries changes and Canada’s leverage decreases. You may not hear about foreigners or dual citizens getting in trouble but it does happens for a variety of reasons. If anything many of these problems are resolved by friends and employers with local connections in the government or with money. Problems are even more likely if someone has claimed asylum abroad which is often viewed as a personal insult to a country. If you have diplomatic passport rules are different but typically not the case. Nobody is denying that in many countries expats are treated differently especially by the general population but that is typically because people falsely associate the passport with wealth. That does not give dual citizens or foreigners carte blanche to do anything without consequences.
