Hello everyone,
I met someone here in Canada recently and his case is interesting. He came into Canada last year as a Refugee/Protected Person and he has the Temporary Resident Permit and a Work Permit. His case hasn't been decided yet and he doesn't have his international passport with him. However, he meets the requirements for the Federal Skilled Worker (Express Entry Program).
He has the following;
1) Ielts General (9,9,8,7.5)
2) Two year Diploma from an institution outside Canada (verified by WES),
3, Two siblings who are Permanent Residents of Canada and are living in Canada,
4) A good job under Noc O. (1 year experience).
5) One year full-time experience outside Canada.

Can he apply for the Express Entry profile separately, while waiting for his Refugee decision?

No - he can't. You must have valid status in Canada to apply for EE. Refugees aren't classified as having valid status. He would need to withdraw his refugee claim and leave Canada to apply.

I think he should keep his refugee case which will allow him to stay safe in Canada and can become PR at the end. He does not need express entry program.
