Hello,
I have a friend who is eligible to apply for work permit since she is a Lebanese. She is currently in Canada in visitor visa.
if she apply to a work permit, will that impact the application of refugee claimant if she decide to apply as a refugee after, or it is better to apply for a refugee first ?
Any help is much appreciated.

Also depends on how much a person has been affected by recent conflict in Lebanon. If home has been impacted and have been displaced you likely have a much higher chance of asylum even if country conditions change. Given processing times between 1-2 years and potentially longer and huge backlogs country conditions may have changed by the time of a hearing but the record of claiming asylum will never go away.

can anyone apply for WP who is holding visitor visa? i don't think so.

There’s a special policy for the Lebanese people. So in this case, it’s legit.
At this point what country do we not have an H&C policy for and many are just using the policy to easily secure a WP that they would not have qualified for to either immigration pathways which isn’t the intention of the program but no guardrails or screening. Many will not qualify for PR so are we just funnelling more people into the H&C and asylum system eventually which already face huge issues.

The big issue is their no requirement for proof of being impacted by natural disaster or conflict. Seen many from Iran, Turkey, Israel, etc. not actually being impacted by any H&C situation being easily granted a WP. Many readily admit this was their only or best way to move to Canada so they seized the opportunity. How did with authorize WPs for Turkish citizens living nowhere near the earthquake zone. Anyone from Iran with a TRV has been able to get a WP no questions asked for quite some time. Isrealis nowhere near North or South have also been able to get WPs no questions asked for the last year. There are clearly those who qualify based on need but many others just exploiting Canada’s inability to safeguard immigration programs. The logic of creating more programs, especially without stricter requirements, while trying to reduce the amount of temporary residents makes no sense.

I have friends from Turkey they got their wps because of earthquake. They were already here:) they were not from these cities or their families.
They did wrong thing but they think they have right to say bad things to the refugees. Lol

If they were already in Canada and their home city had been impacted by the earthquake then I could understand but in most cases it wasn’t. Many also secured a TRV months after the earthquake knowing they would be able to easily secure a WP and saw this as an easy opportunity. Arrived and flagpoled immediately. The abuse was obvious but no attempt to address the issue.

There have been longstanding issues with Canada’s immigration system. We have been admitting Iranian government officials and leaders for years and criminal gangs. Certainly has gotten worse under especially Sean Fraser. The inability to come to terms with the fact that Canada can not be welcoming to every single group facing threat is also concerning. Can’t wait to see how the precedent of CUAET policy haunts us for decades. Was not a fan of making Mexico visa free but there was a decent argument for doing so until the cons started significantly outweighing the benefits.

majority of countries, canada does not have an H&C policy for most countries. I dont understand the incessant need to push personal politics on threads where people ask a simple question hoping to get a reasonable answer from experienced people.
veiling your personal biased opinion against some groups of people is not working.
and personalizing systemic issues doesn't serve anyone but those with privilege and power.

This is an immigration forum where I volunteer my time yet I can’t once in a while speak about immigration policy and problems affecting the system in general. The government is trying to reduce the volume of temporary residents yet has not prioritized tightening of policies to ensure there is no abuse of the system. Being lax with policies often results in those who actually are facing H&C situations and persecution not being helped and makes the general population lose trust in the system. Also rewards bad actors in immigration promoting loopholes.
