Can you ask the govenment if your husband sign an undertaking and is also your sponsor? If your husband is both, then land as soon as possible (it's possible for your husband to withdraw the application).

is withdraw working after the visa issued on passports?
He can cancel the application up until you land in Canada. Once you land, he cannot cancel sponsorship.

No government housing. You will be landing as PRs so the government will not give you housing. It is expected that your spouse will be support you. If he is not going to support you then you can either apply for social assistance (he will have to pay back the money) or you hire a lawyer to serve him notice to pay for support.

Reach out to local immigration service groups (don’t know where you plan to live). You may want to book a airbnb ahead of time so that when you land you have a place to stay if not staying with spouse. Then you can get your SIN card (to work) and search for a place to live. Are your children school age? Where are you landing?

You cannot file for social assistance until you land. Your child is over 18 so must file on her own. You will need an address to prove Ontario residency. Once you have your paperwork and file, you meet with a caseworker to discuss how much you will be entitled to. You are living in Toronto one of the most expensive cities so social assistance will not cover your housing.

Nothing to do with your husband. You land and are processed at the airport. PR card is not sent to him but the address you provide. Settlement.org has a lot of information. Read through it. You aren’t suing him. You take him to court to provide spousal and child support. The court determines the amount. It will take a long time. Also your daughter is over 18 so he may not have to pay child support. Again you don’t know if he signed an agreement or cancelled your application.

when you land, the officer will ask for the address to send your PR card. give them your current address (assuming that you have found a place to stay for a while). If not you can apply later once you have an address. They are not supposed to send your PR card to a random address on your file. (when but it did happened).

I don't know answer for the rest. I am not familiar to refugee application.

BTW do not expect government assistant right away. everything takes time in Canada.

If it is cancelled you will know when your passports are returned or when you get to the airport you are denied boarding.
