Refugee, exceeded processing time, final stages, HELP please

Hi all,
I am the PA, applied for Privately sponsored refugee program (Syrian refugee), to Quebec
I exceeded the normal processing time stated in cic website
Application was received on system since 2016, interview was 20 months ago.
I cleared the Police background check.
I received the medical email since july 2019, its done and received in Ecas

I contacted Immigration Quebec, they told me that CSQ had been issued and sent to my sponsor since 7 days.

So, I got accepted for Quebec, and fulfilled all the requirements of Federal.

My status (ecas) is still "in process", I just want to know what is the expected time to have "decision made" in ecas, and is there any possibility to get PPR before the end of this year? Because they usually give 2-3 months for visa validity ((and I heard that they do not issue visa for applicants to be travelled in the period between Dec 25 and Jan 5 "holiday season"))
So is what I heard true? Or i might get PPR before the end of 2019?!

I sent an email to Abu-Dhabi visa office (informing them that I contacted Quebec Immigration and CSQ has been issued a week ago, medical and security have cleared successfully ...so could i i travel before 2020 or not))

They replied with the usual email "Please note your application is still under process, this office kindly requests you to be patient. At the moment, we are not in a position to determine when we can finalize your application nor are we in a position to provide you with a very specific timeline."

Please, help!!

Processing times on the website are ESTIMATES. It can and usually take much longer. Not much you can do but wait.

There are some apps that give u a Canadian/American number, and then you can use this number to call Immigration Quebec

Application sent January 2017.
application received August 2017
application in process July 2018
interview and medical on oct 2018 .

i think when your CSQ have been issued its just a matter of time your status will be decision Made in no time.. you could get to Quebec even before 2020 ....
i dont know if we have issued CSQ ..
everytime i contact the embassy their response are the same as ( your application is at the final stages of processing and no action taken is required at the moment ) though our medical has been expired its been 13 months since our interview and medicals..
Brother did you call them from outside of Canada or you contacted Quebec immigration by email? plz keep us updated with you case progression.

Canada Embassy in Ankara is our consideration Office..
secondly I cant say much about the emails you have received the way i see it, its almost the same email as we always receive just wordings are different.. But i think you are at better condition right now since you have your CSQ soon you will receive a call for passport submission .. hope everything goes well for you and for everyone waiting for positive response..

The reply basically says. Please don’t contact us as often. Your application is going through the normal process, some files take longer than others, we will contact you if we need anything from you.
